Google discourages reciprocal linking, when they discover that it is occurring they can lower the value of the link or dismiss it altogether.However, Google is far from perfect in its detection of these types of links.Reciprocal is still pervasive throughout the Internet. And due to the community nature of each market sector where authority domains naturally link to each other, I believe such practice cannot be stamped out without hitting legitimate users.
3 way linking is more complex form of reciprocal linking and much harder to detect.
Best SEO practices dictate that can participate in link reciprocation and 3 way linking if you can do it easily, however make sure it does NOT contribute significantly to your overall linking strategy. If you do, it will be like putting all your eggs in one basket, in addition to leaving a digital footprint that is easier to detect.
Lastly, I would like to say, Google has a tendency to try scare people and use the old method of FUD (Fear Uncertainty , Doubt) in areas it is quite helpless. So do not believe everything you hear from Google, nor from experts or strictly follow the Google line.
